For the first 45 years after its organization, Highland Township had no municipal building of its own.  Instead, the annual town meetings would continue to be held in homes, churches, schools or other sizable buildings.  Clara Mae Beach, Our Highland Heritage, p. 163, likewise tells how political parties held their local caucuses at the Highland Vinegar and Pickle Works and the Frank Skinner store.  At an election in April, 1890, however, Highland citizens voted 234 to 55 in favor of building a new town hall.  Located on the south side of East Livingston Road, midway between Milford Road and St. John Street, the building was completed by October, 1890, and served as Highland Township's offices for the next 63 years.  This enlargement of a portion of an old photograph shows how the Town Hall appeared in 1915.   To its right is a portion of Hale's Garage, an early automobile dealer and repair shop.
