The Town Hall also hosted dances, school parties, box socials, club meetings and other local gatherings.  It likewise housed Highland's library, consisting of two bookcases located beneath the stage in the building's southwest corner.    The library was open one day each week for two hours.  Over the decades, however, the increasing size and complexity of township governance began to crowd out these other uses.  The photo below shows ballots being counted in the old Town Hall after the election on November 5, 1940.  On the right are Sidney Hulbert, Walter B. St. John, Richard Huff and Earl Barrett.  C. B. Hale is one of the gentlemen on the left.
